Cracking Down on Teen Takeovers

I am pleased to share that the Council has adopted the package of ordinance changes that I put forward to address teen takeovers and ensure accountability for anyone engaged in unlawful behavior – not just on the 4th of July, but throughout the year.  I am now working with Senator Tony Strickland to propose new state legislation to strengthen enforcement against individuals responsible for organizing or promoting takeovers. Additionally, we are doubling our drone program for real-time aerial intelligence and rapid response.

Storm Watch & Sand Replenishment

Because of the upcoming El Niño, we are putting mitigation measures in place now in order to ensure the protection of our coastline. I signed a letter calling for a declaration of a state of emergency in advance of the year ahead, which has now been put in place by the Governor.

Over the last three weeks alone, our shores have been affected by a succession of major weather events, including king tides and hurricanes. Our Municipal Operations Department has been working continuously, putting in long hours over days and weekends. Using heavy equipment, our crews have completely rebuilt the Balboa sand berm, while also constructing smaller protective berms at multiple locations along the beachfront, including Corona del Mar Beach and The Wedge. In partnership with the County, the City’s contractor will move beach-quality material from the mouth of the Santa Ana River and distribute that material along the beaches in the groin area via dump trucks. This work is typically performed every year or two and is being expedited for early completion.

While our city crews remain focused on defending our public shoreline, we also want to provide residents the resources necessary to secure your personal property. Free sandbags are available for resident pickup at the Municipal Operations Yard, located at 592 Superior Avenue.

We invite the public to join us for a comprehensive discussion about sand, harbor, and coastline management at our study session on October 13th, at 4:00 pm, in Council Chambers.

Connectivity Updates

I have continued to meet with all three cellular carriers to work through any barriers to getting the infrastructure we need to improve connectivity throughout the city. Through this collaboration, Verizon is deploying advanced network technology to ensure robust, high-speed cellular connectivity across key residential and commercial hubs. One focus of this initiative centers around the strategic placement of small cell infrastructure and macro site upgrades across the Balboa Peninsula to handle heavy data congestion, high seasonal foot traffic, and dense network demand during peak beach days.

Budget Surplus

The City is now projecting a budget surplus in excess of $27 million for this fiscal year, with public safety departments fully funded, staffed, and resourced, and an unmatched aggressive pension liability pay-down schedule. We are fortunate to be in a strong financial position, but that strength is no accident; it reflects years of conservative budgeting and careful planning, while continuing to provide the security, quality of life, and high level of service our community expects. Robust reserves and a AAA bond rating provide a strong foundation as the City Council balances today’s service needs with tomorrow’s financial obligations.

Street Sweeping Parking Enforcement Changes

The City has now transitioned parking enforcement for street sweeping to LAZ, to allow our NBPD officers to focus on calls for service and proactive patrols. Posted street sweeping restrictions and designated no-parking hours remain completely unchanged.

Carnival del Mar Brings 3rd Thursdays’ 2026 Season to a Festive Finale

Step right up, Corona del Mar! On Thursday, October 15, from 5–8 p.m., 3rd Thursdays will conclude its second year with its biggest celebration yet: Carnival del Mar!

We’ve planned another fun night out for you and your neighbors! Come join us on October 15th for a carnival-themed CdM 3rd Thursday. Stop by the CdM library and fire station to check out the reptile zoo and ladder truck, check out the new red car trolley and try your luck at our game booths, get your 80’s fix with a live band and step aerobics in the Cozy Earth lot, have your caricature drawn under the clock tower, decorate a pumpkin, visit with a fortune teller, plus scavenger hunts, specials and countless raffles and prizes.

Presented with the generous support of Presenting Sponsor The File Group, Decor Sponsor B.CANDY, and Community Sponsor Mayor Lauren Kleiman, the event promises an unforgettable carnival-themed finale created by – and for – our local community.

Bring the family, invite friends, and come celebrate everything that makes CdM special before 3rd Thursdays returns in April 2027.

Safety Spotlight: NBFD Fire Engineer Peter Garcia

Twenty-two years ago, Fire Engineer Peter Garcia came to NBFD from the Los Padres Hot Shots (an elite interagency crew stationed at the Los Padres National Forest), and now works at Station 5 in CdM.

His plan was to follow in his parents’ footsteps and become a teacher until he met a fire academy graduate who shared real excitement about his future. He reminds residents to clean their dryer lint ducting and have chimneys swept once a year.

“This career has so much to offer, but I especially enjoy being able to know that I provided some comfort to the people in my community and I got us all home safe and sound at the end of the day.  I have received some life safety awards throughout my career, which mean the most to me because they are really a team award.”

Safety Spotlight: NBPD Officer Kelsey Parrish

Motor Officer Kelsey Parrish doesn’t like to sit still for too long but has already served nine years with NBPD. She’s currently assigned to the traffic division, and also uses her problem-solving and people skills as a Crisis Negotiator for the Crisis Response Unit, an Advisor for our Volunteers in Policing program, and a member of the Recruiting Team.

“I love my job! I get to help people. I get to ride a motorcycle. The beach is my office. It’s a dream job!  I’m grateful the support of the community and I am proud to keep them safe. I’d also like to thank my two volunteers (Dennis and Marcia) who always show up for us with smiles on their faces!”
